Stupid neighbor cited for repeated horn honking

VANDALIA, Ohio - Police in Ohio said a woman was cited for disorderly conduct for repeatedly honking her horn while driving past a neighbor?s home. Vandalia police said a woman called officers to report a female neighbor was honking the horn every time she drove past her window and investigators warned the neighbor to cease the honking.
